Relocating to Hong Kong

We have been in Seoul for about 4 months and have just learnt that we are being relocated again to Hong Kong. We have a much loved and cherished American Cocker Spaniel about 14 months old called Ted.
Unfortunately we have learnt that dogs being imported into Hong Kong from Korea need to be quarantined for 4 months, and to make matters worse the quarantine facility in Hong Kong is fully booked until February 2011!!
Therefore whilst long term boarding in Seoul for 4 months is an option, we would prefer him to be fostered or similar. So if anyone has any helpful suggestions that would be useful.
Plus if you can think of any other options we are open to suggestions.

Were you able to find a solution for Ted in Korea, or did you bring him with you for quarantine in Hong Kong? I ask because someone else is facing a similar dilemma now.
