My dog is stubborn

My 2years old maltese Wibi is a very active dog who needs walks 3x a day and
that is fine with me (my other dogs only goes twice)
His behaviour changed a lot and he is determind to win from me. This is not
because I have new puppies in foster at home,he started this early winter
when there were no puppies yet.

He has at least 4directions to go, to the mountains nearby, to the park
towards daddy's office, to the farming directions or just walking around the
neighbourhood where people and other dogs live.
I guarentee he gets plenty and 40minutes in the morning, 30minutes day time
and an hour at night.
In weekends the day time walks are much longer.

The problem is now that he won't move where I walk him, he would just pull on
the leash and wants to go his way which leads to places he should not go like
people's houses or a '' pile of dirt''
I won't go further until he listen and just follow me but he has the time and he
would sit and sit in the middle of the street.
He is already 2 years and a half, can this be a puberty problem and will he
ever listen to me again during walks?

I keep his leash short to make him follow me but nothing works :(
He would just look right in my face and would not move.
And his behaviour is taking so much time that I am away from home longer than
usual.

Oh boy,it is So hot out but my dog does not fear the heat beneath his paws.
I did everything what trainers told me to do but he is still stubborn.
When he looks right in my eyes to go his way,I keep on looking in his face
until he gives up.But does it mean that he will move? No he does not.
He will only go to HIS direction,I think it is spanky spanky time :D :p
He is groomed sooo short now and he is angry about that too. Treats don't
work,he doesn't care about it.

Look at him, he is doing the ''I am not moving,no matter what'' game GRRR!!!!
