Question.
I adopted Louise and was told she was fixed (she's not... she's just went into heat). My vet charges 400,000w to spay a dog. For me, this is insanely expensive and I want to wait until I go home on university break at Christmas.
So my question(s) is/are: Can dogs fly to other countries if they aren't fixed? And also, if I get here fixed at home right when I get there, will she be okay to fly back to Korea two months later?

To answer your questions, yes, and yes. There are no restrictions (at least for the states) for whether or not your dog is spayed/neutered. The only criteria is a bill of good health and a current rabies shot. Also, your dog will be fully recovered from being spayed after about 3 weeks, so there is no worries there, unless some sort of complication arises.

400,000 is a lot of money. Where do you live? I don't think I have ever heard a vet charging that much for a spay, even here in Korea. My vet doesn't charge near that much. Also, if you are here in Seoul, or nearby, Chungwha Animal Hospital in Yongsan-gu offers a pretty substantial discount for any dog that was rescued, and I believe I remember that Louise was rescued.

As for her being fixed or not, just because she went into heat doesn't mean that she isn't fixed. Many times, when vets spay a female dog, they may leave by accident a tiny amount of scar tissue, or ovarian tissue. Even the smallest trace of this tissue will send your pooch into her normal heat cycle. It is an easily corrected procedure, just don't get it done while she is in heat.

Anyway, I hope that helps.

You can get her spayed for 150.000won for a full operation.
Removing ovaries and uterus. I heard that some vets in USA
and canada do it for cheap because they don't do the ''full
surgery''. I was in contact with a women in Canada who wanted
to adopt a dog from Korea and if she had to spay the dog there
it would cost 260 Canadian dollars.
You can check if the dog is spayed by feeling the scar on her belly.

Flying the dog back after the stiches are gone should not be a problem.

I live in Seoul near Konkuk University on Line 2. The price my vet gave me is in line with other vets in the area. I honestly hate taking my dog on the subway so for me it's too much of a hassle to take Louise to Yongsan because she's not 4kg like most dogs here.

I took her to my vet and he said she's not fixed... even though that's what I told. My sister had her dog fixed at home with no problems... no bleeding afterwards or anything so I guess I'll just wait since there won't be any problems with bringing her back.
