Starting an animal shelter / charity

Hi Guys!!

I have been following ARC for awile now and was very interested in starting by own 501( c) animal shelter.
These dogs really need long-term solutiuons.
Could anyone provide tips on how to get that started?
Would we need to get a Land Permit, business license, etc?
What about fundraising, staff,etc?

Where are you planning to start a shelter? In Korea or some other country?
