Need Help in Korean

A Korean person contacted me today because she knows of a sick dog in her neighbourhood that she wants to help (maybe chained, I'm not sure). She says the owner looks mean, but she feels sorry for the dog.

Also, because of language, she would like to speak with someone in Korean who can give her advice.

Sorry I couldnt come to forum last few weeks.. just crazy busy and got a flu (please get some vaccine for this T_T it made me crazy..) so it was really hard time.. Anyways I can help this woman but I dont know where she lives...or any details... I think I need to send her a message.
