Hello,

Im not sure this is right subject for this forum, but I just read news and The law for pets will come into effect TOMORROW and it is as following,

From tomorrow (27 Jan 2008) pet must have name tag and leash when they go outside. If the owner doesnt follow this rule, they should pay a penalty - KRW 200,000.
And from April, watchman will be arranged to control with regulations.

But the problem is government didnt promote this rule enough so many people dont know about this now.

Is it true that it will come into effect only in 3 cities to "test" the new law?

now the question i have is: Do they just need to have a leash, or does the owner need to be holding on to the leash? I let my dog run around all the time in the park and whatnot. just leave his leash on and let him go. Will that be a problem? He has a leash on, just not holding on to it. I'm assuming that I can just play the "i don't speak korean" card, but I am curious what the ruling would be for things like this.

Also, is this really going to be regulated, or is it going to be just another law that is pointless because it isn't governed?

Where do you even go to get a dog tag? I've got one with just my dog's name but no contact info...

This sounds like another unregulated "law" Korea has...

Instead of the goverment will look after the people who are abusing dogs
and breed and breed dogs in bad conditions,they will now go after people
who do love dogs. What does a tag means at all??
If you want to put your dog in the street,would you leave the tag on? It
means nothing and will not prevent people from dumping their pets.
This really upset me.
Why can't a dog walk without a leash if it is not in a crowded place and
disturb other people?
How will dog owners know what is alowed and what not?
I find these rules affecting people who are taking care of their dogs because
we are an easy target when inspectors sees us in the streets.
Let them go to the countryside and give all those farmers and breeders a
big fee or put them in jail.

@ Anyway,I have to be careful not getting too upset ;)
Thanks Gina to remind us,my dogs are chipped and I will have the medical books
with me every time I walk my dogs because I will not put on useless tags around
my dogs neck.

This sounds like another unregulated "law" Korea has...

At the place where you got the tag you should be able to put on
the contact information as well.
It is better to buy the tag at the vet,they will send the tag to a special
place where you can put any info you want.
It takes a week or so before you get the tag back.if you want it the same
day, any jewelry is able to do it for you.

I am just worried about foster dogs...I mean, I won't register a dog under my name with a tag and all if it's not going to be my dog.

I'm more concerned with the new law that states dogs only get 10 days in the shelter now instead of 30:(

Bibi wears a tag, but I always use a harness to walk her. I usually don't let her off the leash because I am terrified of losing her, and as far as I know there are no shelters here. I don't think that they will be fining people who are playing with their dogs for not having hold of the leash, but it may very well be that they will be fined if their dog is picked up (not having a leash or collar) and forced to pay to get the dog back. At least forcing folks to registar their dogs might help to hold people accountable for all of these abandoned animals roaming the streets.

I talked to KAPS and the vet about this and they said that the ''rule'' is
to protect your dog from ''losing'' them. The leash is also because many
people in Korea lose their dog because they never leash them.
This part might work.
But the ''rule''is also so that people won't be able to abandon their dog
and then my question is'' how can a tag prevent for that?''

The tag definitely won't prevent people from abandoning their dogs... so that's pretty useless. However, I like that the dogs have to be on a leash. I'm really tired of when I walk Louise in my neighborhood and someone is out walking their dog that is not trained and the dog runs up to Louise and starts barking and trying to bite at her legs...

at least if it has a tag and does get away there is a chance someone will call the number on the tag to return the dog, that's my hope anyway.
