Cat Collector

Since the winter started many cats are hungry and looking for food in the
garbage.
There is this guy (sometimes with another man and sometimes with a women)
and he puts some traps in several places with smoked meat in it.
The cats smell it from far away and many get caught in these traps.
I called some Korean friends for help but nobody could help
me.
I live in Daejeon, where the government has a neuter program. They catch
them, spay/neuter them and release them again.
But if these cruel people are not getting punished for catching these cats
to sell to markets for cat tonic medicine, then what is the
point?
The man hates me. One night was a happy night for this monster. I saw many
adults and several young kittens.
I wanted to buy the kittens but he would not let me.
I wanted to free the cats and he threatened to hit me with a stick.

Thanks! I think this should be reported somehow. Cats outside are hunting on mice
and keep neighbourhoods cleaner. If there is a neutering/spaying program I think it should be forbidden to catch these cats to sell them at markets.
